Rapprochement Between Regional Rivals: The German Experience

Chih-Cheng Lo

This study seeks to shed a new light on the conventional wisdom abou the theoretical underpinning of the German model. As I shall contend in this paper, the initiation of inter-German rapprochement in the early 1970s and the materialization of its reunification in 1990 both suggest the significance of a conducive international en- vironment. Through the testing of several competing hypotheses derived from major theoretical approaches, this study claims that this nece- ssary favorable environment for rapprochement can be best accounted for by the theory of structural balance, which states that interactions between regional rivals are greatly influenced by their relations with other major powers.
