提要(中):

  本研究企圖以公園規劃為核心,探討都市公園在社會發展過程中,被賦予了何種意義與功能。並且,基於社會學觀點,嘗試從政治、經濟、社會文化等面向,來分析對公園規劃有直接影響或間接影響的重要因素。此外,也嘗試從西方的公共性角度出發,來審視公園規劃。除了就規劃內容,探究公園作為公共空間之意義為何,也關切公園規劃作為公共事務的一環,其決策如何進行,對公園的實際意義有何影響。
  本文首先以英美兩國為例,追溯都市公園的源起,闡明其初始理念。其次,以台北市都市公園為研究對象,依其規劃情形,將近百年的公園發展史分為四個時期:首度引入期(1897 -1949),停頓倒退期(1949-1968),低度開展期(1968-1988)與多變發展期(1988- ),並分別探討上文所提的問題。研究發現,各時期的公園規劃,在不同面向之社會因素的影響下,賦予了都市公園不同的社會意義,而公園的公共性內涵亦有極大的差別(可參閱第五章第一節的整理
)。
  最後,筆者依研究所得,提出公園規劃理念上的建議:規劃內容,一方面應承載更多的文化價值,以有助於台灣社會的“文化重建”;另一方面,應以促進公園使用者的良好互動為目標,以提昇公園之公共性。至於規劃方式,則應繼續擴大市民的參與。這除了使公園更符合使用者的需求,也可作為實踐“草根民主”的第一步。


提要(英):

 This paper attempts to find out the meanings of urban parks in the development of society by focusing on park planning. Based on sociological perspectives, it tries to analyze the important factors that affect park planning directly or indirectly. In addition, this study also tries to inspect park planning in Western viewpoint of pubilcness. On one hand, I inspect the content of planning and find the meaning of parks as public spaces; on the other hand, I am concerned for the process of decision-making of park planning as a part of "public affairs" and its influence on the actual meaning of parks. 
 Firstly, I trace the origin of the urban park and its ideas. Secondly, I choose Taipei's urban parks as my research objects ,divide up the park history (close 100 years) into four stages according to the state of planning: first introduction(1897-1949), suspension & recession (1949-1968), low development (1968-1988), varied development (1988- ). And then, I discuss the questions mentioned above for each stage.
 This study finds that under different aspects of social factors, each stage of park planning assigns different social meanings to urban parks. The significance of publicness also differs a lot (see chapter 5, section 1).
 Lastly, according to my findings, I propose some ideas about park planning: the content of planning should carry more cultural values so that it can contributes "cultural reconstruction" of Taiwanese society; apart from this, it should promote better interactions between park users and thus enhance the publicness of urban parks. As for planning style, I suggest to broaden civil participation.
